Many working families in California are eligible for free or reduced-cost preschool and do not realize it. Several state and federal programs exist to help families afford early childhood education, but the eligibility rules are not always easy to find or understand.

This guide walks through the main eligibility criteria so you can get a preliminary sense of whether your family might qualify.

The Main Programs

California offers several pathways to subsidized preschool, including:

  • California State Preschool Program (CSPP): Free part-day or full-day preschool for eligible 3- and 4-year-olds, typically operated through school districts.
  • Head Start and Early Head Start: Federally funded programs for low-income families, serving children from birth to age 5.
  • CalWORKs Stage 1, 2, and 3: Child care assistance tied to the CalWORKs public assistance program.
  • Alternative Payment Programs and voucher-based subsidies: Families receive vouchers to use at participating private child care centers that contract with local agencies.

The 4 Core Eligibility Criteria

While exact details vary by program, most California subsidized preschool programs evaluate eligibility based on these four factors:

1. California Residency

Your family must reside in California. There is no minimum residency duration for most programs, but you need to be a current California resident.

2. Child’s Age

Depending on the program, eligible ages range from birth to 12 years. For preschool-specific programs, the typical range is 2 to 5 years old, though some private centers with contracts (like CCTR providers) accept children up to age 6.

3. Parent’s Employment or Education Status

Most programs require that the parent or guardian has a “need for child care” tied to one of the following:

  • Currently employed (full-time or part-time)
  • Enrolled in an educational or training program
  • Actively seeking employment

Some programs also qualify families involved with Child Protective Services, experiencing homelessness, or receiving certain public assistance.

4. Family Income

Your gross monthly household income must fall at or below a threshold determined by your family size. These thresholds are set by the state and updated annually, so it is important to check the current year’s numbers rather than relying on older information.

Important: “Family size” for these calculations typically means your nuclear family: parents and their dependent minor children. It does not include grandparents, adult siblings, or other relatives, even if they live in your household.

The Income Thresholds Are More Generous Than Most People Expect

A common reason families do not apply is the assumption that they earn too much to qualify. In practice, the income ceilings for many of these programs cover a broad range of working-class and middle-income families. A family of four with a combined monthly income under $9,000 or so may still qualify for full tuition coverage at some programs, and partial subsidies extend even higher.
